Judge Osman Keh Kamara
An accomplished legal professional with extensive experience in international law and diplomacy, Judge Kamara holds an LL.B. Hons. from the University of Sierra Leone and multiple LL.M. degrees from prestigious institutions including Queen Mary University of London, Université Paris I Panthéon Sorbonne, and a Master's in Public Administration from Columbia University.
With a career spanning over two decades, Judge Kamara served as Co-Counsel at the Special Court for Sierra Leone and held significant diplomatic positions, including Ambassador and Deputy Permanent Representative to the United Nations. His expertise includes marine law, environmental policy, and international relations, demonstrated through his role in the UN Group of Experts on Marine Environment and as Special Adviser for the African Union on maritime strategies and peace initiatives.
A member of the Sierra Leone Bar since 2000, he is also a published author and lecturer, contributing to critical discussions on biodiversity and maritime security. His skills in legal analysis, negotiation, and policy formulation have made him a key player in advancing Sierra Leone's interests on global platforms.

Based in Abidjan, Côte d’Ivoire, he is trilingual in French, English, and Italian, and possesses a strong management background. As the founder and Head of KIRA CONSULTING GROUP (KCG), he leads a global network of consultants specializing in market studies and local development solutions across Africa. KCG focuses on empowering African local authorities to address regional challenges with locally sourced solutions.
With deep expertise in international relations and a comprehensive understanding of the United Nations system and African regional organizations, Mr. GNAPI has cultivated an impressive network across the continent.
